Windows 10 22H2 upgrade fails - code 0xc1900101

I have a Dell Inspiron 15 5565 running windows 10. Ever since Microsoft released version 22H2, the regular "windows update" fails with the code 0xc1900101.

In an attempt to fix the problem I have completely and totally reinstalled windows 10, installed a minimum of applications and I still get the same problem.
The windows upgrade trouble shooting doesn't find any problem. 
I've updated all the Dell drivers, no improvement.
I've downloaded the "windows update utility" and run that, the upgrade still fails.

Is there anything I can do to fix this 0xc1900101 error?

Update - the error I get is 0xc1900101 - 0x20017

"The installation failed in the SAFE_OS phase with an error during BOOT operation"
