Using Dell Recovery Tool on USB Drive with BitLocker Recovery Keys

My Inspiron 15 5584 is no longer booting up. It came with Windows 10, later upgraded to 11. Onboard repair/recovery/reset all unsuccessful. I have the Dell recovery tool on a USB drive and have the necessary BitLocker recovery keys, however, the Dell Windows re-installation fails because it does not incorporate the recovery keys and therefore none of the partitions are accessible. I've tried a variety of processes, but none have worked. How do I make this work?
