You don't need to make change in BIOS settings to boot from USB for Windows installation.  First, use Windows Creation Tool to make an installation USB key.  Next, keep the USB key plugs in and restart machine or power on the machine, then continuously tapping on F12 key at Dell logo until you see a message appears on the screen top right corner, preparing one time boot menu.  Under UEFI boot section, you will find the USB installation key, just use arrow keys and enter key to select it and Windows installation will start.

Thank you for your reply. I am wondering whether the following screenshot is the USB installation key under UEFI boot section.

In the meantime, do I need to change USB wake support to enabled under Advance section after tapping on F2 key? Thank you again for your help.

Yes, that's a settings command to allow UEFI mode USB be recognized at boot (SanDisk USB in this case).  However, you do not want to perform Windows installation at every boot.  Hence, the one time boot menu was opted for solution.

Usually, there is no need for any settings in BIOS setup to be changed for a Windows installation USB key.  Only the matching hardware you have would be needed.  A standard boot setup for Win 10/11 would be UEFI boot mode, secure boot enabled, and Windows Boot Manager would be created after matching partitions get created on boot drive during installation.
