Factory Reset on my Vostro Desktop never completed now the monitor says there is no computer activity and just goes to sleep.

So i started to a complete factory reset on my Dell Vostro computer and once it got to 99% it rebooted but the monitor showed there was no computer activity and just went to sleep.

I have tried taking out the ram, changing video cards, and taking out the CMOS battery.  Nothing works.

Any ideas on how to fix this?
