Alpha R1 i3-4170T hangs on Windows boot

When booting/installing Windows, logo turns half a turn and computer hangs, USB turns off (laser on mouse turns off, lights on keyboard turns off too). You can only reboot through a long press on the power button.

1. Passes all system tests.
2. Battery voltage 3.0v.
3. The thermal paste has been replaced.
4. Swapped memory (two 8gb slots).
5. Resetting BIOS.

I have two questions:

1. 1. Has anyone encountered a similar problem?
2. Alpha R1 owners, what is your system test temperature of CPU Thermistor?

I have 86C at idle (system test info). I think my CPU is malfunctioning.
